shino doesnt suck, the aburame bugs are vicious to deal with really because they feed on chakra. didnt shino defeat kankuro with ease? danzos aburame dude gave obito a run for his money for a short bit and the like 3x we have seen shino, he was awesome.

those are the only ones so far that havent been highlighted with powerups. obviously i believe kiba or shino next, followed by sakura but not til either we learn tsunade dies or when sasuke enters the battlefield or sometime like that with her. tenten got the fan, and rock lee just beat madara in speed, quite a feat if you ask me!

i cant wait to see sakura's powerup, i hope its epic!

When was the last time shino got screen time? Anyway, sakura has become insignificant because she only heals and uses her medical ninjutsu inthe background. I haven't seen kiba in a long time. In conclusion, Shino is most deserving of development followed by kiba and sakura

Don't know about Shino, tail beast Chakra has disturb His insect chakra in the past making it hard for Him to handle them, so it a wait and see about Shino.
