So by your logic why didn't shikamaru fought pain back then

he did not fight pain because he was not powerful that's why you need to be intelligent so you will not fight against an opponent that's above you and loose your life

i never said that a hokage was to fight one on one he has to be intelligent and mix his attacks with others because the enemy may not be alone

to answer your question if the hokage only needs to be powerful them naruto should have been made kage straight after the fight with pain but they choose kakashi

kakashi even died against pain yet he was able to be kage

naruto won but that was nothing

so shikamaru does not have to be able to defeat pain to be kage just to be smart and average strong
