Yes that is the Gedo. But madara didn't revive it. He summoned it with the Rinnegan. Obito is the one who organized the capture of the tailed beasts and used them to revive the Juubi.

itachi uchiha without a doubt..
He could forecast a lot of things and planned accordingly....everything actually happened more or less according to what he presumed...he knew sasuke would implant his eyes and so he gave naruto KA...it was never used for that purpose eventually but still such a precautionary measure taken by itachi is indeed admirable. He knew exactly when to push sasuke to use oro's powers and free him from the curse mark. He stopped edo tensei and changed the course of the war...it was seemingly impossible but he always had a back up plan for every situation. He analysed the counter to chibaku tensei. He even could predict that tobi will approach sasuke and so implanted amaterasu on sasuke's left eye. And he did all of this ALONE.....whatever steps he has taken so far, he was on his own. So yes, itachi is the most intelligent shinobi.

Madara planned everything into the future and Sasori is made the most lethal poison, he is the only one capable creating human puppets and he even turned himself into one.
