even without the Sharingan, Kakashi should still have the ability to come up with plans with what he perceives through his eyes atm, but lately has not shown to be doing anything. i mean, the plan to infiltrate was mainly because of Naruto temporarily reviving Obito who made the plan available so im hoping kishi brings out the same cool headedness that kakashi had before obtaining the sharingan.

In what context are we speaking? In general usefulness, easily Kakashi. He has a top tier genius with analytical skills and critical thinking aptitude out of this world. And we all saw how he Jury Rigged that scroll and kunai into a grappling hook and yoinked Obito's wrist with a kunai to save the day.

But if somebody has food poisoning or what have you, Sakura would be the one to call between these two most likely.
