It's tough to say since they grew up in different eras. Certainly Madara was stronger than Sasuke as a child, seeing as he had killed many Senju adults before even awakening his Sharingan. Whereas Sasuke was terrified when he fought Zabuzza. But that might just be a product of their eras. I'll take Sasuke over Madara. We actually got to see Sasuke's skills as a child, not to mention that he was hyped to no end by Orochimaru, Hiruzen, and basically everybody in NV. Orochimaru even said he has the potential to surpass Madara.

I do realize that Kishimoto obviously wants it to be Sasuke, but in my opinion the more talented one is the individual who got to where they are of their own accord. I don't think having pnj as the main character qualifies as being more talented, either. At the age of 17, Madara didn't take any power from an outside source. That was all him. So, it's Madara for me.
