The most powerful and the one that takes the most ability to use, yeah. Not the most useful though. Not including unique abilities, of course.

It's the strongest technique, by the strongest path so yes.
Shinra Tensei pales in comparison. Not completely but it does.

Eh, I'd say Sasuke has better feats. He easily used Chibaku Tensei on nine Bijuu without breaking a sweat, was able to perfectly use their chakra in his Susano'o, and can cast MS jutsu with his Rinnegan. He also has his own Rinnegan technique, Ameno, while Nagato only has the basic Paths. Finally, Sasuke can open portals to different dimensions, which previously only Kaguya's ShaRinnegan could do.

Arguably Sasuke will surpass Nagato's skill with the Rinnegan with enough training. He's definitely better suited to using it due to having Hagoromo's chakra (thus, Ameno). Nagato's no slouch, though.

Nagato. His abilities consisted of greater variety than what Sasuke has shown. The Soul Dragon, Shinra Tensei, and Chibaku Tensei were OP af.

Keep in mind that he was from the Uzumaki Clan. They have great skills.

I think the dragon spirit basically just eats the target's chakra. It's like a wood dragon, or the Shinju.

sasuke and madara > nagato

only reason nagato is skilled with it is because he had to rely on it and had it for nearly his whole life. sasuke/madara do not as much due to their sharingan abilities as well as the fact they both used it in like less than a day? (manga only)

Hard to say. Sasuke's still inexperienced with the Rinnegan which is shown when he cannot use Preta Path while using other jutsu like Nagato could and Nagato made better use of the Six Paths techniques than Sasuke did. However, Sasuke displayed more skill with Chibaku Tensei by having specific objects act as the core as well as creating a Gedo Statue and having a far superior Outer Path. He also can enhance his own Sharingan techniques with the Rinnegan and possesses an extraordinary S/T ninjutsu, so I would put Sasuke far ahead.
