Chojuro and Kurotsuchi are both Kage. Even if you assume the villages were indulgent in selecting Kage, they're Jounin level at worst. Chuunin Exams Lee was a Genin. Kinshiki matched base Sasuke in their first encounter and both Chojuro and Kuro fought him offscreen
