From the picture it seems to store Jutsu that require seals, Which makes it alot less OP. Plus i guess theres a limit on the amount of Jutsu's it can store at any given time and i'd assume there is a limit to the amount of chakra than can be packed into the scrolls. Plus i would like to see how that little thing handles firing projectiles the size of Bijuu bombs and giant Rasenshirukens

It's not like Sealing Jutsu's in scrolls is new to the NV anyway.

I can see this helping low level shinobi thus increasing general military power but the high/elite tiers won't get much out of it. besides for uses of escaping capture in certain situations like boruto did in the chunin exams.

From clips of the Boruto spoilers: it can store massive amounts of suiton jutsus, a few dozen kage bushins, rasengan, and the other basic elements. It's like Megaman's gauntlet, to use an analogy. You aim it at a person/direction and the jutsu fires at them.
