From what I understand.. Naruto cares for Iruka but not as much as he does for lets say... Sakura or Sasuke. Then again when Kakashi died Naruto was not all that mortified abaut it since he accepted that Kakashi is gone. However when Jiraya died and news got to him... Naruto felt the feeling of losing a parent more or less and I do see Jiraya as a stepfather/godfather for Naruto. So yea my vote goes for Jiraya

Naruto Thought of Jiraiya as a dad, Iruka as a brother and Kakashi as a friend, so im going with Jiraiya, plus Jiraiya taught him the most, Kakashi only taught him tree climbing and the shadow clone training. when you think about it, Kushina did more for Naruto than Kakashi really did up to this point.
