Who is more famous?

famous in what way OP? fan popularity or in the Narutoverse?

fan popularity wise it's Itachi. Outside of these forums or any other forums that has Naruto in its name, there is alot noise for Itachi and hate for Sasuke.
Narutoverse wise, Sasuke is famous/infamous since Itachi managed to do things undercover. Sasuke is known as a savior of the world if I'am to be going by Kishi's manga and not those fillerbooks. Also I'm sure the kages hold a grudge against the Sauce.

Depends on what you mean.

If you mean who's more well-known in the shinobi world at the moment, it's Sasuke. Itachi has been dead for 16 years in manga time and the newer generations don't know about him other than he's a murderer. Sasuke gets credit for all of his crimes, but also for helping Naruto stop IT. He's more notorious since his actions are more recent and he's still alive.

However, if you meant who affected more characters and was "famous" that way- then Itachi. Even though he was a side character, Kishimoto still wrote him with more character interaction/affiliations than Sasuke who is a deuteragonist ever received.

If you mean popularity with real life fans, for most of the series run-time, it was Sasuke. However, in recent years (2012 and after) that shifted slightly and now it's Itachi. Charapedia had a poll asking which characters deserved their own anime. Sasuke and no one from Naruto was on that top 20 list bar Itachi. Baidu had a favorite Naruto poll in December and Itachi demolished that poll. There's also some Naruto popularity poll from January being mentioned on 2ch (and some anime news websites), that had votes done by gender (men vote for fave Naruto character and women vote for fave Naruto character)- Itachi was in the 2nd slot after Naruto for both and Sasuke was in 3rd with men voting and 4th with women voting (got beat by Kakashi too). However, I cannot find the original source for that one so I don't know how reliable it is. Regardless, this explains why Kishimoto continued having certain characters praise Itachi after his Edo Tensei departure- to please the majority of Naruto series fans.

In the manga: Sasuke is more famous because he beat Orochimaru(that is what NV people think), attacked the Kages, attempted to capture Killer Bee(resulting in tension between Kumo and Konoha), and helped save the world.
