Obito is also pretty evil. He caused the whole bloody mist period when he controlled the Mizukage and ordered children to kill each other to graduate, extracted the Kyuubi from Kushina while she just got done with childbirth, tried to stab and blow up a minute old Naruto, used the Kyuubi to kill his sensei and Kushina along with destroying Konoha, and slaughtered the Uchiha clan for no real reason.

Orochimaru. he wants the peace of the last surviver, rather than the greater good. if many orphan skulls must be crushed, so be it, but at least danzo and tobi where trying to improve things.
