Sasuke is probably smarter but not smart enough to make it count. Sasuke has never outsmarted Naruto in a decisive way during their fights(nor has opposite happened) and intelligence was never a decisive factor in their fights. Naruto vs Sasuke always comes down to raw power, hax and stamina.
