its stated Naruto surpassed Kakashi when he beat Kakuzu with the Rasenshuriken but does that mean Naruto can beat Kakashi back then ..no.

Both definitions of surpassed are as follows.

Exceed; be greater than.
Be better than: "he continued to surpass me at all games".
