Who is Minato's rival?

It seems like every generation had a rival but Minato has none
and no I'm NOT talking about ashura/indra reincarnations, i'm just speaking in terms of character development, and how most important "good" characters have rivals yet minato has none

No. Oonoki's rival was most likely Hiruzen while The Third Raikage was unrivaled.​
