I would say Naruto. Not because of his appearance or his maturity, but rather for his ideals and wisdom.
It's easier to be consumed by darkness and give in to grief than it is to persevere through them as Naruto has done. Naruto has that perseverance that makes him more of a man than Sasuke. Also, Sasuke can't think for himself and always bases his flawed logic and ideologies off of what Itachi had done.

Depends from which point of view you're asking. By the western standards, Sasuke looks like a chick because of the hair. Naruto has a short, regular haircut and only that would make him more manly.
