Who is Kage level?

So my question is simple: Who in Naruto do you think is Kage level that isn't a Kage or has been one?

I'll state the obvious ones to save your energy as we all know they are:

-Madara
-Naruto
-Sasuke (no)
-Obito (HELL NO!)

Everyone else is debatable in my opinion..although some may disagree with Sasuke but yeah who do you think?

Sasuke even admitted that the only reason he took over Orochimaru was because he had no use of his hands, and he even states to Suigetsu that he is no match for him now. Obito is weak let's be real: All he has is the Juubi (which Madara summoned in the first place), the Rin'negan (which was taken from Nagato and was again a part of Madara's plan), and his intangibility, if he lacked the backing of Madara, the powers of the Rin'negan and Juubi do you guys think he would last against Naruto let alone the whole shinobi alliance?
I say Madara, Naruto, Killer B, Kakashi, Darui (because he is the only person to use the Third Raikage's black lightning), but that's about all I can think of.

he killed a kage!! i think danzo was the one...oh yeah he also almost killed another kage...kakashi was it?

Madara and Obito certainly don't protect anybody. Hell, they've wanted nothing more than to obliterate the Leaf (once their allies) and now Allied Forces. Every member of Akatsuki defected from their respective village, killing their comrades as they left. Not sure how you can apply criteria selectively.

I think shikimaru could make a case, he definitely has the brains, so strenght may not matter in some case
