Who is Kage level?

So my question is simple: Who in Naruto do you think is Kage level that isn't a Kage or has been one?

I'll state the obvious ones to save your energy as we all know they are:

-Madara
-Naruto
-Sasuke
-Obito

Everyone else is debatable in my opinion..although some may disagree with Sasuke but yeah who do you think?

Kakashi is defiantly kage level. And he has only improved since he was hokage for that short period of time when tsunade was out.

I wouldn't really call them Kage level. They are more S-Class which can vary from Hidan to Nagato and Obito. Kage is just a title... for example we all know Nagato can beat Minato so even if you call Minato Hokage it doesn't matter he can still be beaten by Nagato who is an S-Rank ninja and not a kage.
