Who is Kage level in Konoha (please read before answering)

Kakashi can't beat any of the Kages. No, not Mei or Tsunade.
Guy is pretty dumb, plus by Taijutsu alone he isn't going to make it anywhere.

Guy is dumb? He's a comedic relief character. That doesn't mean he's dumb in combat. He's no genius, but calling him dumb is a joke.

1. Hatake Kakashi. He is better than Tsunade in almost every department except raw strenght and Medical stuff.

His is highly intellectual,can come up with strategies,has a reputation,can beat many S-ranked nins,and is still improving. So he is perhaps the best person to lead the Leaf.

2. Naruto After Kakashi its gotta be him.

3. Shikaku he'll be a better leader than Guy in any case.

I agree Shikamaru wouldn't be ready for the task. Maybe in 10 years. He isn't too good going solo. He only beat Hidan because of his intelligence and planning. He doesn't have much going for him apart from his shadow jutsu and intelligence. When Shikamaru learns some new sh*t then maybe he can become kage.
