Gaara is clearly one of the Strongest Kage out there currently, him and Oonoki are 1 and 2 imo, his skillset is hard to deal with you need to be incredibly fast, have the ability to deal with tons of sand, and his ultimate automatic defense.

nidaime mizukage was the true worst matchup for him, or rather his oil was the worst matchup for gaara's sand imo mostly because there were several references to the clash between both and oil came on top every time
so going by that jiraiya would be his next enemy due to his frequent use of oil

there are other ways to counter sand too, the third raikage escaped gaara's sand restraint through his four fingered attack, etc etc

but suiton is literally zero threat to sand, gaara can still manipulate sand even if its completely drowned in water [

You realize he lost due to plot? It had to be done for the Juubi to be revived later on. It also gave him character development.
