Naruto isn't even funny, he's retarded.
Only funny thing he did was unintentionally fart in Kibas face back in copycat exam arc.

Luffy is funnier U_U....but in my opinion Naruto is more pure hearted...cause unlike luffy Naruto tries to understand the villains....but luffy is like "I am gonna kick his ass and send him flying"

those character who kick villains ass are mostly more popular than those who trying to change them , for example
light yagami (death note)
lelouche vi britannia (code geass)
alucard (hellsing)
and goku ( i didn't watched the entire Dragon ball series but as far as i know he didn't talked to freiza , or Vegita .... to change them )

and that why i like this kinda character and luffy is on top of them ,
