Minato should be last as he is the only one using a jutsu to travel and the others are using their foot speed.

Naruto BM mode/Lee (given Naruto BM chakra)
Raikage
Lee (over Guy 'cus he's still only 15 while Guy's an adult)
Gai
Minato

lee/guy use gates.
take all that away and minato is still faster.

People count Raikage's speed, and that's enhanced by Raiton, so why doesn't Minato's jutsu count as speed? You logic is broken. Nuff said.

It doesn't count because Minato's feet don't touch the ground and cause his movement the same way as Raikage. "you" logic is broken. Nuff said.

Btw, if we're going off of non jutsu based speed than Lee wins, and given his rate of growth will be untouchable in speed when he reaches his thirties

No. Take all that away and Gai and Lee are the fastest Gai above Lee solely for his age and experience but give Lee 10 more years and he'll be faster than Guy. He's already stronger than Guy if he drinks some sake.
