This pic shows how insane Minato's speed is. Kyubi was about to launch TBB and look where Minato was(far from him), but in an instant he appeared on him with Gamabunta before he could even launch it and he even had time later to teleport him somewhere else

raw speed goes to Lee. Minato's reflexes>Lee's speed, but movement goes to Lee

You could be right, however, movement could also be determine (and confirmed) by other means; The Body Flicker Technique. It was shown by Naruto, while in Kyuubi Mode, his speed was compared to that of Minato, but he was not as good. It could mean that Minato' did not just have good reflexes, but he also had fast movement. [Manga Chapter 505; Page 12-13]
