Depends on range. FTG is instantaneous, so in terms of moving A to B, Minato will always be the fastest. However, it comes down to reflexes. Guy obviously has speed that Minato wouldn't be able to react to if he was close. However, at a range where reaction is possible, Minato could be considered the faster.
