Who is faster at hand seals?

Who is faster at using hand seal; Itachi or Kakashi?
IMO it's Kakashi, but that is just what I think not what is true since I don't know.
So if anyone on the BASE knows the facts on who is fastest I would gladly appreciate it

Remember that shuriken shootout that Itachi and Sasuke had during their fight. Itachi managed to weave the hand seals for a shadow clone then.

And during Itachi vs Kakashi,Kurenai and Asuma.
Not to mention Itachi vs Naruto, Kakashi, Sakura and Chiyo.

But Kakashi is darn fast with the hand seals too.

Itachi has the fastest handseals in the manga. I don't think one enemy has yet to catch him even wave a handseal during his techniques.
