I think it's Shiliew or Burgess. Burgess because he is the first fleet captain and Shliew because he seems to be the second strongest.

Going by arc villain logic:
Luffy will fight Blackbeard (Both captains)
Zoro will fight Shiliew (Both Swordsmen)
Sanji will fight Burgess (Both non-DF "Martial artists")

HOWEVER:
Since Burgess is 1st division commander; either:
There is no first mate. All commanders are on an equal standpoint.
or:
Blackbeard as captain appointed Shiliew at a rank superior to a division commander; Fleet commander maybe?

Burgess has been there since the start(i assume), i know blackbeard is power hungry and all, but i dont think he is just going to replace his first mate with someone who MIGHT be stronger.
