Dont underestimate the power of slug kata, naruto blew back preta path without even touching him.

Fighting a SM user in taijutsu is basically suicide, madara even with his sharingan would still fall victim to it. I assume the reason why madara never went cqc was because hashi would wreck him with mokuton bunshins & SM.

no one is uderrating sharingan, just don't forget SM.
they both have high perception thanks to sharingan/sm... but SM also increases durability and strength a lot.
Hashi will receive less damage and will deal a lot more damage.
SM gives an edge in Taijutsu...

They are probably roughly equal, as they both needed to use Ninjutsu since CQC was going nowhere.

Madara appears to be far more skilled at Kenjutsu and Taijutsu, which are required for Close-Quarters-Combat. Without SM, Madara has an edge. SM is a specialized mode anyway, hence I wouldn't include this in a fight. It isn't instant and can be thwarted.
