Sakura's feelings for Sasuke are still undecided and Naruto clearly knows that. Naruto doesn't love Sakura because he doesn't want to get in the way of her feelings for Sasuke.

Hinata on the other hand has already confessed and shown her feelings to Naruto.

This is a clear sign that Naruto cares deeply for Hinata. I have yet to see Naruto show this much care and compassion for Sakura other than being on the same team like comrades or brother and sister love. That is all Sakura is to him. A brother in comrade. Even if Naruto's feelings for Sakura has matured like with his conversation with Sai, it is still not love because he knows her feelings for Sasuke.

He cares for her deeply yes. He thinks of her as a comrade yes. He will unwillingly do anything for her, such as rescuing Sasuke(the guy she loves) in the cost for his own life. Naruto knows Sakura's feelings, and that's why he won't get in the way of it. He does not love her romantically.
