There are two types of genjutsu categories, skill & power

Itachi is more skilled but sasuke's rikudou buffed rinnegan genjutsu most likely has more power behind it.

I'd say itachi is better because he's still more likely to place you in a genjutsu plus he has more variety.

As far as manipulation Itachi is superior. Sasukes genjutsu are always simple. Sasuke uses genjutsu on Danzo to make him think he has another Sharingan in reserve for Izanagi simple. Sasuke uses genjutsu on Sakura making it look like he pulled a Kakashi on her also simple.

Itachis genjutsu use is much more complex so if we are talking power of genjutsu or depth decides who takes this
