Well id say the only one is Madara, but i think this is making it a bit more realistic, i mean people do bad things out of reasons, life is not a simple we think it is. Madara seems to have an obsession of power and completely ignorant of human life so he is like the closest to "evil" as it gets.
Oh and right Orochimaru is there aswell, his sciense is taking him so far so that he has become really corrupted, but he is not insane or anything he is a oure criminal.
