Orochimaru was never an interesting villain. He's very weak as well, so he's not much of a threat either .

Because then there'd be an actual moral conflict for Naruto to face .

That's funny considering Kishi wants a yin-yang theme in his story. Could have had Obito argue that the plan would solve world hungry and saved people from dying of incurable diseases. Would have had some good points. But instead he just had him whine that reality sucks.

That's because everyone would accept IT with open arms. A dream world where you can get anything you want, no rules, no responsibilities, every one of your whims granted, no sadness or loss of family and friends, no sickness or pain. Who could reject such a thing ? I'd most certainly go for it.

People come up with the idea that a perfect villain has to be insanely powerful; false. A good villain is intelligent and crafty, what he lacks in power, is made up by coming up with ingenius schemes and plots. You can be impactful on a storyline, without overwhelming power or strength. Orochimaru is cunning, manipulative, sadistic, prideful, wise, and overall a very intellectual individual. He gave you a mysterious aura everytime he appeared, his character was never predictable.

He may be weak, but he still shits on Hinata with his hands tied by his snakes, remember that, catfish.

Madara. It's hard to top an arrogant guy who almost kills the two main characters, lassos all the bijuu in one shot, and rips Kakashi's eye right out of its socket.

Obito was better all the way until he got a new mask after the fight with Konan. Madara is a better VILLAIN over all though.

I'd have to go with Madara because Obito had regrets. You could tell Obito was going to be TNJ'd by the way he talked to Naruto and tried to gauge Naruto's reactions on the battlefield. I too think Orochimaru might have been a better villain had he not been made irrelevant by Itachi.

Obito. He kept your attention, and was the most talked about villain in the history of this entire series. He had charisma and enigma as Tobi that made him extremely entertaining. Madara got stale about three chapters after he came back as Edo. Madara's coolest moment, bar his intro, was becoming the Juubi Jin, and a lot of people, even his fans, found that meh and underwhelming.
