I think i watched all Naruto and Naruto Shippuden episodes, but i never saw that ninja, he's obviously in Naruto series(his headband) from what episode is he? And who is he?

I think it was from a filler where Naruto Sakura and.....Sasuke(?? cant remember if it was Sasuke or Neji) had to complete a task and that task was to protect a marathon runner while he was taking part on the marathon. The town where the marathon held place was made of two clans. Each four years(I think) they held a marathon to whom will be charge of the village. Naruto and the rest while they were running along with the marathon runner they met up with the guy in your picture. I believe that's it. Hope it helps!
