I heard gai does not have chakra that he not suppose to be a ninja type but through his trainings that he was about to level up ninja level and now some people are mentioning him among those with large chakra reserves

i will say naruto or bee as naruto has kurama and his own massive reserve but killer bee has his own not sure on his base chakra but he has hachibi and samahada and as we know kisame got his massive chakra from samahada so seeing as bee has it now he will have loads

3rd Raikage is definitely going to be one of the highest.
Ay not so much but the 3rd fought for 3 days against 10000 ninja using his Lightning Cloak and Hell Stab.
Doubtful he would have used them constalty but against 10000 ninja there's now way he would have got a break to restore chakra
So for me in his own right it's 3rd Raikage.
I'm not counting Kisame or Jinchuuriki since they get most of their chakra from another source it's not really their power, especially not Kisame.
