Wait lmaoo are you serious? The Franky Family weren't an actual, literal family, but the sentiment they shared for each other is the same as that of a family, which the Strawhats also share. The Franky Family were a group of criminals who treated each other like family, but stayed in one place.

A pirate crew is a group of criminals who treat each other like family(for the most part), but they travel the sea.

The only difference between the Franky Family and a pirate crew is that the latter doesn't have a permanent location.

Franky's dream is to build and sail a ship capable of surviving a voyage across the world. That coincided with something the Strawhats need, so he joined. Barto's dream could very well be to sail with the Strawhat pirates, or it could involve the Strawhats in some other way. That would be even more reason why he could be a potential member. Franky's dream doesn't disqualify Barto in the slightest.
