Miyano Mamoru (the guy who voiced Light Yagami, Death The Kid, Okabe Rintarou, Yao Ling, Kiryuu Zero/Ichiru among others...). Even if I hate Light, I must say that this seiyuu got some crazy evil laugh ability especially for Light & Okarin. Should credit him more than the characters. It's the voice of seiyuus who brought that quality...
But personally, I like the evil smirk more than the loud evil laugh. Both are great; just my personal preference. Like Alucard's smirk, Hiruma's devilish smile or Orochimaru's snaky one send more chills down my spine than the evil loud laugh. That's my opinion.
