Who have Best/Fastest base Shunshin (No Rikudo characters)

Shisui was so fast and talented with the Shunshin it became his nickname. That's a feat in and of itself.

Then Shisui wins---only due to it being "shunshin" at base level and not a suer charged version where ur engulfed in Raiton armor...
Minato actually teleports,Raikage super charges himself and jolts for maximum take off speed. gai pretty fast too tho..

Minato definitely. His feats of outpacing every other Hokage to the battlefield and placing the markings around tells the whole story. Hashirama who is as fast as Madara couldn't keep up with Minato and Tobirama is right around that level too.

I always laugh when see people say minato only can teleport Lol. Dont even know he was fastest man in ninja world, both shunshin and hiraishin.

Tobirama also was once fastest in shunshin, back in his day.

They not need hiraishin to be fast.
