It is never stated Raikage fought or met Shisui. If Raikage never fought Shisui, he has no way of knowing how Shisui's speed compares to his or anyone else's. Bee knew of Shisui as "the ultimate genjutsu user". Rumors and reputation don't compare to actual experience.

Raikage's "speed feats" have been done with the use of his Lighting Release Chakra Mode. Reminder the thread title specified "Best/Fastest Base Shunshin. A Chakra Mode isn't base.

A panel from the manga stating Shisui was the best Shunshin user has already been provided. Shisui didn't need a chakra mode to achieve this.

Best doesn't mean fastest, I could say I'm the best at arm wrestling but that doesn't mean I'm the strongest; it can mean I know how to position my arm and wrist to take down my opponents easier. Minato was hailed as the fastest Ninja by A while Tsunade who was alive and know quite well of what Minato can do, didn't deny this. Shunshin is when you focus chakra into your feet to increase your speed; the speed and distance depend on the amount of chakra you use and how well your chakra control is.

In part 1, Sakura was stated to have the best chakra control but does that means she was the fastest? By your logic she was since Shunshin is mainly chakra control in the feet and she did use it against Ino in the Chunin exams. Sasuke used it against Haku right after learning to walk up trees. Sakura did that one her first try so she must have a better Shunshin right? See the differences? Tobirama even said Minato's Shunshin was faster than his while Madara stated Tobirama was the fastest of his time. Also for all you know, the Uchihas could have been talking about Shisui from within the Uchiha clan and not in general as they would have to know Minato's and A's speed to say that plus Danzo was shown ripping Shisui's eye out like nothing in the filler so Danzo's Shunshin must be greater than his right? He had the Sharingan active so had precognition so if he was faster and could see Danzo then he could have evaded.

Shisui doesn't do it in base mode he needs his Sharingan. Proof : Danzo was able to use it because he had Shisui's eye.

Base prime Naruto is the same as 16yr old KCM Naruto. And we know KCM Naruto was the same speed as FTG. I'm saying this because Sasuke's chidori doesn't require dojutsu and he used it on the same scale as Kirin (MS level jutsu)

Tobirama was the fastest of his time, but Minato surpassed him. That is something that has been stated quite a few times in the manga, the newer generation surpassing the old.

There is nothing saying whether the Uchiha were talking about just their clan or in general, but Shisui's nickname was known far and wide either way, so he was clearly good even outside the Uchiha.

Filler is filler. And filler isn't canon. Using filler as any sort of "evidence" is just laughable. Also, Danzo didn't use Shunshin in that scene. He wasted his Sharingan for Izanagi so he could break Shisui's genjutsu.
