Before I discuss this lets define what a Hokage really is in Konoha. A Hokage is the most powerful and influential member of the Konoha village and possesses the will of fire. This is the principle as to how the 5 Hokages have been chosen.

1. Has always isolated himself and never been a total team member.
2. Actions haven't always been carefully thought out.
3. Has been a member of the outlawed group Akatsuki.
4. Attempted to kidnap the jinchuriki of the Cloud village.
5. Attacked the Five Kage Summit and cut off the Raikage's arm.
6. Killed the intermediate Hokage Danzo.
7. Sasuke's personality or values are not still he gives an impression that he might change his mind anytime if someone makes him undergo a mentality breakdown like how Itachi, Orochimaru and Tobi have done.
And biggest of all Sasuke is not even a member of Konoha village since he abandoned it he is just a stray missing-nin. So how can someone like this be considered to be Hokage? Despite the intentions Sasuke had the fact that he broke the laws of Konoha makes it a serious crime agaist it. If Sasuke can be pardoned by 5th then Orochimaru should be pardoned too since he helped right? Also he is stronger than Sasuke so he should be Hokage.
Reasons why Naruto must be Hokage
1. Naruto is the opposite of Sasuke he is consistant about what he values.
2. Has been working hard to get reckognised by people, naruto is already like a Hokage in Konoha look after the battle with him agaoist Pain, I don't think Sasuke can match that.
3. The Feudal Lord of the Fire country would approve Naruto rather than Sasuke.. afterall he has the final say.
4. Everyone belives and loves Naruto now even people from other villages...
5. It is what naruto has been trying to achieve his whole life.. so it would be only normal to think that he would succeed
