It's to separate confusion. Misconception began with the older DBZ games when they mistake buu saga gohan as an adult when really he's an teenager. So fans assumed cell saga gohan would be a teenager while frieza saga gohan was kid gohan. technically, cell saga gohan is kid not pre-teen but to keep confusion from saiyan-frieza arcs they keep it that way.
