Naruto is kind of a passionate bird brain and Sasuke is too hot headed to think anything that he's about to do out. But between the two I guess Sasuke. Because his attacks have a bit more strategy incorporated.

EDIT: Nevermind. I thought we were talking about actions. Both of them have very bad reasoning skills- except Naruto has the plot on his side.
