Konohamaru does. I would also say Itachi and Kimimaro would if they didn't have their illness. It really crippled the both of them and limited their growth.

Naruto has a lot of potential w/o kurama but not as much as sasuke who is some what of a geinus. Minato has the most potential cause he can take on kage level ninja with two teches and orochimaru potential seems to be unlimited from what i've seen then third raikage interms of taijutsu
