In other words here are some examples:

Naruto took the kage Bunshin (a recycled jutsu) and made the Taijuu Kage Bunshin (a completely unique jutsu) which no one has ever done

Naruto took the Rasengan and made the FRS

Orochimaru took the Edo Tensei and made it more powerful

Sasuke took the chidori and added the Curse Mark

Etc....

Rasengan shouldn't really count since hardly any people really know it, so it's not exactly recycled. Same goes with Susano'o and other Mangekyo techniques.

I'd give it to Konan for turning paper bombs into a death trap.

Recycled yet unique sounds a bit odd, but I think I get what you mean.

Its probably Naruto with Rasengan being turned into bigger, mini and multiple versions, chakra natures added to it with fuuton rasen shuriken, rasengan into bijoubomb (also in human form) and other rasen shurikens (like lava for example), kage bunshin into taju kage bunshin, Kushina and Minato their chakra convertion into converting Kurama and his chakra into chakra for the whole shinobi alliance and transformed into each person their chakra type, Frog kata in combination with fuuton rasen shuriken so he could throw it, using Sasuke his lion taijutsu combo as inspiration for his Uzumaki Naruto combo (vs Kiba), he combined Sage mode with Kurama mode.

Sasuke came up with other lightning jutsus that he gave the chidori name (chidori Nagashi (full body chidori) and that spear chidori).
He used Lee's Shadowdance as inspiration for his Lion combo vs Toroi or that other dude who was in Kabuto's team in the Chuunin exams.

I guess Oro improved the binding and the power that the summons have with Edo tensei.

Minato improved Tobirama's FTG.

Konohamaru improved sexy no jutsu.

Neji improved the eight trigrams 64 tenketsu strike into a 128 version (higher speed).
Anime only though I believe.

Shikamaru improved the shadowbind (by including Asuma's shuriken).

I cant think of a few more right now.

In reality, all Hashirama does is make different structures from Mokuton, which is made by combining earth and water.
