It's like saying Goku vs the entire NV. Goku has higher quality. But if we use chakra for an example, let's say Sasuke's vs Naruto's in Part 1. Sasuke had stronger and more potent chakra but Naruto had several times the chakra pool of Sasuke. But they evened out and were counted as equals
