Agree with this but I'd probably take off Obito and add Naruto/Sasuke in the feats department but they'd probably be last.

Giving this one to Hiruzen. He is far older than Kakashi and has had more time to learn. Kakashi second. Madara also lived very long but I don't think his studies were quite as wide considering his was for the most part isolated and focused on Dojutsu

yeah its obviously kakashi.. even if you count all the jutsu mentioned and use and the manga, i dont think i will reach to 1000 jutsu.. that kakashi has.
