In my opinion, Minato cause of his speed, It's impossible to dodge it, u can step to the right or the left to avoid it, but its impossible.

Naruto nine tailed Rasengan is fast too, but not as fast like Minato's ultimate jutsu.

The same goes for Raikage, Lee and Guy, but it takes time to use it so Minato is the ebst chance to hit the target from moving if their have no sub bars.

Haku is fast too, but it takes some time before Haku upload his/her jutsu, Haku needs to go into that crystal to use his or her speed, Minato can do it faster with his speed.

So what the jutsus are the most fastests ultimates or whatever? They can be countered by Rinnegan/EMS easily.

And the fastest is Tobi. Minato needs to throw his kunais or put a mark on someone while Tobi doesnt need anything he can teleport all across the world.

In NUNSG, Minato, Guy, and Haku have the fastest ultimate jutsus.

Minatos UJ doesn't go as far as Haku since he does his UJ very quickly and he is vulnerable for a short time afterwards

Guy is able to teleport to anyone anywhere on the field, though he is left vulnerable for a few seconds afterwards

Both Guy and Haku also have a short time before they activate their UJ where the opponent can dodge. or attack depending on the distance.

Yes Haku and Guy takes some time with their activating, but this 2 can used it with a long distance.
