Kaguya, and that's a Manga Fact. Why are people even mentioning Hagoromo when Hagoromo is stated to have the chakra Kaguya gave to him and his brother, meaning she has more. Not including Kaguya, it'd be her sons tied for the 2nd spot. Not including them, it'd be Naruto and Sasuke tied for the 3rd post since the each have half of Hagoromo's (2nd spot) chakra, and because Naruto's Bijuu don't count.

Hagoromo's Chakra naturally mixes in with their Base Chakra, so it should be considered to be their Base Chakra.

Might as well take away their influence of Ashura/ Indra Chakra if we're not allowed to use Rikudou Chakra.

Well, of all the shinobi, Hashirama would have the most base considering Kaguya wasn't really a normal person anymore.

But based on your poll options. Sasuke. Sasuke was basically stalemating RSM Naruto + bijuu chakra before he decided to use the bijuu chakra himself. And he wasn't even forced to use it. It's his base mode after rikudou upgrades.

Without rikudou upgrade, Indra has the highest. Indra had no handouts and stalemated with his brother(who had RSM + yin).
