Naruto. He managed to blitz and rip Kaguyas arm off while Sasuke failed to do that even with his Teleportation.

Naruto has the fastest striking speed. War Naruto was the faster than Kaguya but now Naruto has full Kurama, Hashirama's cells, and 12 years of training/experiences to master his power (he was comfortable using Shunshin in base in Ch. 700. Then Kaguya, Minato, Tobirama, Sasuke.

Naruto is extremely fast, and the fastest ninja alive who isn't using a jutsu to teleport. However, it's not too often he uses his speed. He blitzed Ay, he caught both Madara's Susano'o sword along with Obito's giant Shuriken, and ripped Kaguya's arm off. It's not really fact to say that speed is a part of his arsenal, but I'll say that he is one of the faster strikers when his head is in the game.
But mainly, I'd say Minato on average. He relies on his speed and his FTG doesn't have a definitive range like Sasuke's Ame-no-something.
Naruto comes first, then Minato, then Sasuke.
UNLESS....
Gai is using 8th gate. I hate including him in these, because I don't count 8th gate too much, because at best, it'll be a draw.
