Who has the fastest psychic jutsu on generations ?

I am not talking about blast or explosion, I am talking about psychic attacks, also jutsus.

Many says It's Raikage probably, but he need to wait 2 second before he uses his speed on the target and hits them with the Lariat.

In my opinion, Guy........................ cuz he's dynamic entry jutsu can counter most of all jutsus though, he don't need to wait 1 or 2 second befofe he attacks, his attack seems more use and speed than Lariat.

So what's your opinion guys ?

Minato must wait 2 second and upgrade his rasengan, but he's too slow when he's try to hit the target, even Naruto and him has the same speed when they using their rasengan as well.
