NAGATO all the way, he had enough chakra to destroy the Leaf, fight and beat Sage Mode Naruto, fight and imprison Six-Tails Naruto, and then resurrect all of those he killed that day without resting.

oh it was actually the third raikage? xD i could never remember their counts.
yeah, he's always been one of my favourites.

i would say that if we were to count the feats that people has achieved during their life time..

top 1 would be hashirama. He controlled a lot of the bijuus.
top 2 would obviously be madara considering he can give hashirama a tough fight.
top 3 would be the third raikage for 2 impressive things he has done. One of them was to cut off the 8 tails horn and be the only one to actually injure him self AND fight an entire army by him self for 3 days straight and no one killed him. he ran out of chakra so technically, he died the same way as hashirama died, over fatigue or natural death.

Agreed but I think it was still lower than Nagatos, but I could be wrong.
Through the screen time and scale of fights and moves used, I'd say Nagato has higher chakra levels.

well, his skills are op but they're more of a "non-physical" thing.

Kisame's fighting technique were face to face and more physical thats why its hard to differentiate it.

Kisame uses ninjutsu at a physical level, it's as if his punches are enhanced by ninjutsu.

Nagato uses mostly... "long-ranged" ninjitusu?
well, u know how he can absorb ninjutsu skills or repel and absorb things? it's like that.

but kisame uses his differently.
