By what logic? Limbo is good against anyone that doesn't have Rikudou's chakra. Sasuke's technique is good against literally everyone and supersedes the reactions of even the peak of Juubi Jins (blitzing Madara). Not to mention, not only does Sasuke have literally every other Rin'negan ability, but he also retains his Sharingan capabilities, like Enton, Genjutsu, Pre-Cognition etc. All amplified by the Rin'negan itself.

Not really. You have to look at it objectively.

Hagoromo's is the original that devolved from Kaguya's RinneSharingan. It's not noted to have any other specific powers other than what we know of the normal Rin'negan, which includes the Six Paths techniques, Mastery of All Elemental natures etc.

Madara's has all of that, but also has Limbo which so far is a technique that only he has shown.

Sasuke's also has everything that Hagoromo's has and Madara's, but instead of Limbo he has Amenonika (might have spelled that wrong) which in itself is about as hax as Limbo. And he has access to his Sharingan abilities within the eye.

Sasuke's eye is clearly superior.
