who has the best tecniques?

sasuke because he has with susano'o a perfect defense, and with amaterasu and kirin perfect offensive moves.
naruto has basically two moves (rasengan in a few variations and kagebunshin) which are mainly close combat moves, and rasenshuriken doesnt seem to be fast enough to hit anything real fast. the only real cool technique of naruto is sage mode, if you can call it a technique.
i admit that naruto has more fantasy how to use his two and a half moves, but the question was who has the better moves and therefore i'd say sasuke.

Even though he wasn't an option, I'd have to say that Pain techniques covered quite the range. He would've had more because of Rinnegan's ability to use all 6 elements and we never really got to see everything
